Procurement Manager

As a Procurement Lead – Heading the Procurement, Warehouse and Logistics team in Sharjah –

Reporting to the Director Operations – Leading a Team of 11 Professionals (5 Procurement Engineers, 2

Warehouse supervisors, 3 Logistics coordinators & 1 Procurement Assistant).

Managing the day to day operations of the team giving leadership & direction.

Operating at a Senior level coordinating with Stakeholders and responsible process owners to obtain

and ensure maximum efficacy and adherence of Supply Chain Process.

Responsible for sourcing and procurement of a wide range of project Engineering and General

Procurement product that covers,

Mechanical (Dosing pumps, Barrel Pumps or unloading pumps, Agitators, Pulsation Dampeners and

many more) / Electrical (Motors for Dosing Pumps, Junction Boxes, Local control Panels, Cables and

Accessories, E&I Bulk Materials & Many more) / Raw materials for Tank, Base structure fabrications,

Piping and Tubing Assembly includes Plates, Pipes, Flanges, Fittings, Tubes and Tube Fittings in Various

MOCs like Carbon Steel, Stainless Steel, UPVC, CPVC and PVDF / Valves and Instruments like Gauges,

Transmitters, Level Instruments, Flowmeters, Calibrations pots, Temperature Measurement

Instruments Etc.

Third-Party Services Coordination includes Sandblasting and Painting, Pickling and Passivation,

Special QC Test requirements, Industrial Packing and many more.

General Procurementincludes fabrication requirements, factory consumables, IT Requirements,

Facility maintenance requirements, HSE requirements and many more.

Responsible for order placement, evaluating and improving supplier performance.

Strong techno-commercial negotiations skills with an ability to influence others.

Monitoring all Supplier contracts, Letters of Indents, Domestic and International Purchase Orders.

Preparing expediting plan (Desk / Field expediting) and ensure respective Buyers / Delivery supervisors /

Expeditors are assigned.

Preparing procurement strategy based on the total cost analysis & providing cost estimation during

proposal stage.

Managing the procurement activities project / Plant requirements with respect to budget and

approving.

Defining Supply chain KPI in line with the company's strategic, Financial and Operational targets and

Consistently improving the procurement process.

Monitoring & control delivery schedule for all orders by reviewing the Ordering Status List generated for

each project on regular basis.

Managing logistics through logistics coordinators & PRO's and ensure that system compliance and

Government regulations are met while receiving/delivering the materials from/to Business partners.

Managing warehouse team through Warehouse supervisors and ensure materials flow to production

without any issues.

Implementing and monitoring effective procurement schedules along with specifications of materials

and establishing quality & quantity limits for effective inventory control.

Developing strategies to address a wide range of regulatory and stakeholder’s needs.

Supporting finance/accounts in the processing of supplier, sub‑contractor payments and resolving

commercial disputes with suppliers and sub‑contractors.

Supporting the company in cash flow through extended credit terms on a consistent basis.

Drafting high quality, articulate proposals, reports and presentations for MIS.

Engineer - Procurement and Category Management

Recognition and description of needs are received and reviewed.

Sourcing of Vendors / Supplier evaluation & audit in case of project requirement and selection of

suitable vendor based on the requirement.

Responsible for sourcing and procurement of a Wide range of project Engineering Products that covers,

Mechanical (Centrifugal fans, Boiler feed pumps, Soot blowers, Dosing Skids, Electrostatic

Precipitators, Materials Handling Systems, Dampers, Fuel oil pumping and Heating Units, Elevators,

Axial fans, Louvers, Vibration Switches, Belts and Pulleys and many more).

Electrical (Motors for Boiler Feed Pumps & Fans, Junction Boxes, Local control Panels, MCC & VFD

Panels, Instrumentation cables, Power cables and Accessories, Cable trays, E&I Bulk Materials) /

Raw materials / Instruments like Valves, Transmitters, Gauges, Analyzers and many more.

Preparation of bidders list in line with the approved vendor's list of client and Organization AVL.

Preparation of RFQ and Enquiry documents.

Obtaining techno-commercial offers from suppliers and Organizing technical meetings between the

requestors and supplier and getting technical clearance from the Indent requestors.

Negotiation meeting shall be conducted in order to discuss and mutually agree on the commercial

terms and conditions and to get the final no regret price.

Comparison sheet is prepared based on the technical and commercial aspects and sent to management

for approval.

Purchase order or contract is prepared after approval of suitable supplier in the comparison sheet.

Award of contract, conducting Kick-off meeting and follow up for post-order documents in order to

provide them manufacturing clearance.

Expediting activities includes Desk expediting, field expediting and coordinating with delivery

supervisors for critical components.

Coordinating with a quality team to ensure the quality clearance and logistics through logistics officers

for the delivery of the materials as per the Incoterms.

Ensure that the payment has been made to the supplier after supply completion.

Ensure proper details are transmitted to the site Engineers in case of Installation and service

requirements. Chip in case of any dispute with respect to Procurement.

Senior Procurement Engineer

• Responsibility was given for handling primarily the International suppliers for Mechanical and electrical bought out components and raw materials in few cases.

• Review the requirement in the form of PR in SAP.

• Preparation of bidders list in line with the approved vendor's list of client and BGR Vendor list.

• Floating the RFQ and offer receipt.

• Coordination between supplier and Engineering for Technical queries (TQ) till technical clearance.

• Evaluation of the offers based on the technical clearance and making comparison statement.

• Negotiating on commercial terms & conditions with the preferred supplier.

• Releasing LOI and Purchase Order in SAP.

• Expediting with suppliers for documents approval and follow-up till delivery as per the schedule.

• Interdepartmental coordination with Engineering / Quality / Logistics for the smooth execution of the contract till delivery.

• Coordination with factory for updating GRN in SAP for the materials receipt and coordinating with accounts for the payment release.

• Organising the supplier audits / Supplier evaluation reports.
